The Council is a non-profit trade association which was established in 1967. It is dedicated to the preservation and advancement of the interests of driver leasing companies. The Council was originally formed as a result of the attack on the concept of driver leasing by the Interstate Commerce Commission. DECA successfully confirmed the legality of the concept of leasing drivers, and has gone on to handle many industry matters on behalf of driver leasing companies before the Department of Transportation, Department of Labor, Internal Revenue Service, and many state insurance departments, as well as state unemployment and workers' compensation agencies.
